First of all, I like the idea of a kobold necromancer.
The ability to keep his allies alive and spawn new undead is neat.
I have a few questions:
– the undead kobolds share his initiative, so can they attack directly after being summoned?
– what other monsters would you put in an encounter?
I ask because my group at high paragon is almost invincible,
so I wonder what monsters you would use to make the encounter challenging enough?
